This can be solved with WP7-301 Roofing Waterproof.
Clear the underground wall by digging a trench. Clean the wall by brushing and/or using a high-pressure cleaner. Then apply a thick layer (> 1mm) of WP7-301 Roofing Waterproof with a spatula or brush. Carefully backfill the trench.
