Putting a stop to water ingress can be very difficult … Depending on the pressure you can use custom-release cement. If that does not work, you can wait for the pressure to decrease (sinking groundwater) or contact a professional basement sealing firm.
Then get started with WP7-501 Basement + Wall Waterproof to permanently waterproof the wall and possibly the floor.
